“Logistics and Trade Facilitation in Guangdong-Hong Kong-Macau Bay Area: Stakeholders Concerns, Comments from Central Government, and Policy Recommendations” Report

The Policy Research Institute of Global Supply Chain and the Asian Institute of Supply Chains & Logistics, The Chinese University of Hong Kong compiled a report on “Logistics and Trade Facilitation in Guangdong-Hong Kong-Macau Bay Area: Stakeholders Concerns, Comments from Central Government, and Policy Recommendations”.

This report is authored by Prof. Lawrence Leung, Dean of HSMC’s School of Decision Sciences, Dr. Danny Ho, Assistant Professor and Dr. Collin Wong, Associate Professor of Department of Supply Chain and Information Management, Prof. Cheung, Waiman, Director of CUHK’s Asian Institute of Supply Chains & Logistics, Dr. Stephen Ng, Director of HSMC’s Policy Research Institute of Global Supply Chain and Assistant Professors: Dr. Daniel Mo, Dr. Eugene Wong, Dr. Wang Yue and Senior Research Assistant Mr. Edmund Wu of Department of Supply Chain and Information Management.

This study examines logistics and trade facilitation issues in the Guangdong-Hong Kong-Macau Greater Bay Area (hereafter referred to as Big Bay Area). The study organizes such services into three categories: aviation, marine, and ground; and within four cities: Guangzhou, Shenzhen, Hong Kong and Macau. Stakeholders of respective categories and regions are interviewed, seeking their views on the integration issues and development prospects. During a recent visit to the Central Government by a group of Hong Kong transport sector delegates, a set of questions regarding Stakeholders’ concerns was given to four relevant Bureaus.

In this report, these concerns were discussed in detail first, followed by responses given by the respective Bureaus. Lastly, recommendations were provided with the intention to provoke thoughts and discussion, as well as further research, to ensure that decision makers would plan and develop logistics and trade facilitation in Big Bay Area in a holistic manner.

Further to the press release, a symposium of this research has been held on 7 December 2017 at Sheraton Hong Kong Hotel & Towers. This symposium brought together business leaders, industry experts, professionals and academics to share insights and address concerns of integration and development prospects related to logistics and trading in the Greater Bay Area.
